ETP Quotation: 7 Critical Details to Avoid Costly Surprises

Two suppliers can quote the same daily treatment capacity and still offer very different projects. One price may include tanks, installation and commissioning, while another covers equipment supply only. Comparing the totals without checking the assumptions can leave essential work outside the budget.

A useful ETP quotation should explain what the plant will receive, what it will deliver and who is responsible for each part of the project. These seven details help UAE factories request clearer proposals and compare them fairly.

ETP quotation review with equipment schedule and wastewater treatment layout

1. A Clear Wastewater Design Basis

A supplier needs more than the industry name. Food residue, emulsified oil, process chemicals and dissolved salts can require different treatment arrangements, even at identical daily flow.

Your ETP quotation should identify wastewater sources, laboratory results, relevant concentration ranges and any excluded streams. Include production shifts, cleaning cycles, chemical information and planned changes.

For a new factory, mark estimated inputs clearly and explain how they will be validated. If further sampling or treatability testing is needed, establish whether it is included and whether the result could change the price or process. Almasa’s industrial wastewater treatment page outlines the information used for assessment.

2. Capacity That Covers Both Flow and Pollutant Load

A rating in m³/day does not describe every operating limit. Check average and maximum flow, peak hourly inflow, batch releases and the organic or solids loads used for design.

An ETP quotation should explain the operating hours behind its capacity and the role of equalisation. A plant processing wastewater over 24 hours may need storage when the factory releases most of its water during one shift.

For illustration, 50 m³/day at 1,000 mg/L COD carries 50 kg/day of COD; at 3,000 mg/L it carries 150 kg/day. These are calculation examples, not standard factory values. Ask suppliers to use the same documented flow and loading scenarios.

3. A Defined Outlet and Performance Objective

“Suitable for reuse” is incomplete without naming the intended application and its water-quality criteria. Sewer acceptance, irrigation and process reuse can require different treatment and monitoring.

Each ETP quotation should list the required outlet parameters, units and measurement location. Distinguish design targets, estimated performance and contractual commitments instead of treating them as interchangeable.

For UAE projects, confirm the applicable requirements with the responsible authority or receiving operator. Abu Dhabi’s Trade Effluent Control Regulations provide one jurisdiction-specific framework; they do not constitute a universal limits table for every UAE site.

4. An Equipment Schedule and Responsibility List

Ask the supplier to identify the treatment stages and major equipment, including materials, quantities, duty arrangements and controls. A process name alone does not show whether essential supporting components are included.

For an ETP quotation comparison, mark each item as supplier scope, client scope, optional or excluded:

  • Collection and equalisation tanks, screening and pretreatment.
  • Pumps, blowers, dosing systems and process equipment.
  • Instrumentation, control panels and automation functions.
  • Sludge collection, transfer, storage and any dewatering.
  • Polishing, disinfection and treated-water storage where required.

Confirm what “automatic” means: which functions are controlled, which alarms are provided and which tasks still require an operator.

5. Civil Works, Utilities and Installation Boundaries

Foundations, excavation, lifting access and utility connections can materially affect the installed scope. Existing tanks also need assessment before they are assumed suitable for reuse.

Your ETP quotation should state who provides civil works, power connections, incoming and outgoing pipework, drainage, ventilation and any required compressed air or service water.

Define connection points and limits of supply on a drawing where practical. Check transport, unloading, crane hire, installation labour and site attendance. Record responsibilities for permits, technical submissions and inspection coordination. Labels such as “turnkey” still need a written scope that both parties understand.

6. Operating Costs with Stated Assumptions

The purchase price is only one part of ownership cost. Request estimates for energy, chemicals, labour, testing, sludge removal, maintenance and periodic replacements, with the conditions behind each estimate.

The EPA life-cycle cost methodology distinguishes capital costs from recurring operation, maintenance and replacement costs. Its US plant costs are not UAE price benchmarks, but the categories help structure a comparison.

An ETP quotation should distinguish installed electrical capacity from expected energy consumption. Compare suppliers using the same operating hours, treatment volume, tariff assumptions and assessment period. Include residuals disposal instead of assuming that pollutant removal makes the waste disappear.

7. Commissioning, Acceptance and After-Sales Commitments

Running pumps and checking signals demonstrates equipment operation, but it does not by itself verify treatment performance. Agree what commissioning includes and how the process will reach the conditions needed for acceptance testing.

The ETP quotation should define test duration, sampling methods, laboratory responsibility, permitted influent conditions and the procedure for addressing unsuccessful results. Record who supplies wastewater, utilities, chemicals and operators during this period.

Request training, operating manuals, drawings, spare-parts information and maintenance schedules. EPA wastewater start-up guidance treats testing and operator preparation as part of bringing a facility into service.

Clarify warranty coverage and commencement, exclusions, service arrangements, delivery dependencies, payment milestones and quotation validity before placing the order.

Compare Every ETP Quotation on the Same Basis

Issue one enquiry package and use a comparison sheet to record assumptions, exclusions and unresolved questions. Ask each supplier to clarify differences before comparing final installed cost and expected operating expenditure.

What information is needed for an ETP quotation?

Provide wastewater sources, analysis, average and peak flows, production schedules, outlet requirements, site drawings and existing equipment details. Identify estimates and missing data clearly.

Only as a rough indicator. Different influent loads, outlet requirements and installation scopes can make the prices incomparable. Review the full technical and commercial basis

Do not assume so. Confirm civil works, utility connections, external pipework, unloading, approvals and commissioning in the written scope and exclusions

It should identify outlet criteria, accepted influent conditions, test methods, responsibilities and acceptance procedures. These details should be agreed before purchase.
